The Long Bridge Project, a key component of the Virginia Passenger Rail Authority’s (VPRA’s) Transforming Rail in Virginia Program, has reached a critical milestone with the advancement into the Project Development phase of the Federal Transit Administration’s (FTA’s) Capital Investment Grants (CIG) program, under Core Capacity. This important step grants VPRA pre-award authority for reimbursable Project Development activities.

Core capacity projects are corridor-based capital investments that increase capacity in corridors that are at capacity today or will be in 5 years. Passenger and freight rail operators within the Long Bridge Project corridor include Amtrak, Virginia Railway Express (VRE) and CSX Transportation (CSXT). Annually, up to 1.3 million Amtrak passengers and 4.5 million VRE commuters travel on the current Long Bridge. Under normal circumstances, the bridge functions at 98 percent capacity during peak periods, preventing the District, Virginia, and Maryland from increasing passenger and commuter rail service for their communities.

During the Project Development Stage, VPRA will develop a list of alternatives, determine a locally preferred alternative, complete the environmental review process, and complete the activities required to develop sufficient information for evaluation and rating under the Section 5309 criteria. The expanded Long Bridge will enable Virginia to double its state-supported Amtrak passenger rail service, significantly increase VRE commuter rail service by 2030, and make way for potential future run-through commuter rail service connecting Virginia and Maryland.

The Project and Alexandria Fourth Track, which are key components of the Virginia Passenger Rail Authority’s (VPRA’s) Transforming Rail in Virginia Program, have reached a critical milestone with the advancement into the Project Development phase of the Federal Transit Administration’s (FTA’s) Capital Investment Grants (CIG) Core Capacity program. For the purpose of this grants program, the Long Bridge Project and Alexandria Fourth Track are bundled together under one title: “The Northern Virginia Core Capacity Project.” The Northern Virginia Core Capacity Project also includes construction of new train storage and acquisition of up to three additional trainsets. Core capacity projects are corridor-based capital investments that increase capacity in corridors that are at capacity today or will be in 5 years.

Passenger and freight rail operators within the Long Bridge Project corridor include Amtrak, Virginia Railway Express (VRE) and CSX Transportation (CSXT). New Amtrak train is first step in statewide rail expansion program

RICHMOND—Governor Ralph Northam today announced the launch of expanded rail service from Richmond to the Northeast corridor. The Amtrak Northeast Regional Route 51 will now offer early morning service from Main Street Station, getting travelers from Downtown Richmond to Washington D.C. when the workday begins or to New York for a lunchtime meeting. The new train is the first expansion of service under Governor Northam’s Transforming Rail in Virginia program to significantly expand rail infrastructure throughout the Commonwealth.

Governor Northam celebrated the milestone this morning from the tracks at Main Street Station as the first train departed at 5:35am.

“If you’ve ever been stuck on I-95, you know we can’t pave our way out of congestion,” said Governor Northam. “This new train offers quick, reliable service from the Commonwealth’s capital to Washington, D.C., connecting our two cities and making it easier for thousands of Virginians to get to work in the morning. Virginia is leading the nation in expanded access to high-performance rail—and I look forward to many more milestones ahead.”

The newly expanded service has stops at a variety of destinations in the Northeast corridor. Travelers can choose from three daily departure times, two in the morning and one in the evening.

“Originating more trains from Main Street Station will connect our vibrant capital city to Washington D.C. and population centers along the East Coast,” said Secretary of Transportation Shannon Valentine.  “This extension will bring trains closer to where people live and work, expanding access and economic opportunity.”

The Virginia Passenger Rail Authority supports four Northeast Regional routes. Service originates in Newport News, Norfolk, Richmond, and Roanoke. These routes allow passengers to travel to cities along the East Coast without needing to change trains.

“Due to the COVID-19 pandemic, service to and from Richmond’s Staples Mill Station was suspended in March 2020,” said Virginia Passenger Rail Authority Executive Director DJ Stadtler. “Today’s resumption of this service, which includes the extension to Main Street Station, marks the return to pre-pandemic service levels in Virginia.”

Main Street Station is a National Historic Landmark located in Richmond’s Shockoe Bottom district. It is served by Amtrak, GRTC, RVA Bike Share, and Megabus. The station’s Virginia Welcome Center is stocked with information about local and statewide tourist destinations.

Amtrak service was restored to the station in 2003. The train shed opened in 2018 as a 47,000 square foot event space. This station serves a variety of transportation needs. Most recently, a Pulse bus rapid transit service stop was added at the entrance.

“We are pleased to partner with Virginia to bring additional Amtrak service to the Main Street Station,” said State Supported Services at Amtrak Vice President Ray Lang. “As people feel comfortable traveling again, we are honored that our customers trust us on their journey as we are excited to welcome them onboard.”

“CSX is proud to partner in this Transforming Rail in Virginia initiative, which is enhancing passenger and freight rail service from the Commonwealth of Virginia into the District of Columbia,” said CSX Vice President Tammy Butler. “This is just the first step in creating safer, more efficient service while easing congestion in the region.”

Tickets are now available for purchase. Amtrak worked with a medical director and partnered with the George Washington University Milken Institute School of Public Health to ensure proper health and safety protocols were implemented.

Transforming Rail in Virginia is a $3.7 billion program to expand and improve passenger, commuter, and freight rail in Virginia. It will connect the Northeast and Southeast corridors in America’s national rail network. In partnership with CSX, Amtrak, and VRE, Virginia is constructing a new Long Bridge over the Potomac dedicated to passenger and commuter rail. 386 miles of rail right-of-way and 223 miles of track were acquired, and more than $1 billion was invested for additional rail infrastructure.

Over the next ten years, these investments will result in nearly hourly Amtrak service between Richmond and Washington. Amtrak service will also be enhanced for Newport News and Norfolk. VRE services will increase by 75 percent along the I-95 Corridor and weekend service will be added.

CHRISTIANSBURG–Governor Ralph Northam today announced that the Commonwealth has reached an agreement with Norfolk Southern Railway to extend passenger rail service to the New River Valley for the first time since 1979. Known as the Western Rail Initiative, this agreement will increase intercity passenger rail service from Roanoke to the Northeast Corridor and is an expansion of the Transforming Rail in Virginia program to build a 21st-century rail network.

“Bringing passenger rail service back to the New River Valley will fuel tourism, drive economic growth, and create new opportunities for the region’s 180,000 residents and 40,000 college students,” said Governor Northam. “A key part of our Transforming Rail in Virginia program, the Western Rail Initiative will support critical infrastructure improvements necessary to modernize our transportation system and connect communities across the Commonwealth. This agreement is the result of collaboration among many partners, and we look forward to continuing this important work to enhance mobility in an equitable and environmentally sustainable way.”

The $257.2 million Western Rail Initiative includes:

  • $38.2 million for acquisition of right-of-way and track for approximately 28.5 miles of the Virginian Line from the Salem Crossovers west of Roanoke to Merrimac (Christiansburg)
  • $219 million in infrastructure investments along the corridor that includes:
    • Roanoke Yard improvements,
    • a 7-mile siding from Nokesville to Calverton, creating a continuous two-track corridor for 22 miles from Manassas to Remington,
    • improvements from Salem to Christiansburg, including signaling and track upgrades, a maintenance facility, and passenger platform, and
    • infrastructure improvements along the Route 29/Interstate 81 corridor.

The agreement includes both an increase of existing service and expansion of service to the New River Valley. In 2022, an additional round-trip train to Roanoke will depart Washington, D.C., in the morning and serve Alexandria, Burke, Manassas, Culpeper, Charlottesville, Lynchburg, and Roanoke. The expansion complements the existing Amtrak Northeast Corridor service, which travels northbound from Roanoke in the morning and returns in the afternoon. The two Northeast Corridor round trips will be extended from Roanoke to Christiansburg upon completion of the infrastructure improvements in 2025.

The Commonwealth and Norfolk Southern will continue to work to finalize definitive legal agreements, with execution planned by the end of 2021.

“Today is a good day and we look forward to working with all stakeholders to put today’s announcement into action,” said James A. Squires, Chairman, President, and CEO of Norfolk Southern. “Virginia and Norfolk Southern worked cooperatively to reach the Commonwealth’s goal of expanding passenger rail service in the New River Valley, while also preserving the vital role these lines play in delivering goods and materials that drive the regional economy.”

“I have seen firsthand the economic benefits of passenger rail in this region of Virginia,” said Secretary of Transportation Shannon Valentine, who led the legislative effort to launch the first state-supported passenger train anchored in Lynchburg. “In 2017, we extended the train to Roanoke, and today to the New River Valley, creating vital connections in our statewide rail plan.”

“The Commonwealth values our long-term partnership with Norfolk Southern and look forward to continuing to partner with them to advance both passenger and freight rail,” said Jennifer Mitchell, Director of the Department of Rail and Public Transportation. “As we move forward, we will work closely with local partners to support passenger rail in the New River Valley.”

The Governor also ceremonially signed Senate Bill 1212, sponsored by Senator John Edwards, and House Bill 1893, sponsored by Delegate Chris Hurst, which created the New River Valley Passenger Rail Station Authority to assist the Commonwealth with the creation of and support for passenger rail in the region. The Authority is being established in Planning District 4 and will be governed by a board consisting of members of each participating locality and institution of higher education.

The Commonwealth plans to partner with the members of the New River Valley Passenger Rail Station Authority to fund the construction of a station building, parking, and roadway access for the station.

“The people of the New River Valley have demanded passenger rail for years because they know what an economic boon it will be for their community,” said Senator John Edwards. “It will make it easier for students to attend Virginia Tech, for families to visit, and for Hokie alumni to return for game days and events throughout the year. This service also forms a vital connection to Virginia Tech’s Innovation Campus in Arlington, and will be a second train each day through Roanoke, which has been one of the most successful lines in the country since it launched in 2017. I’m thankful for the Governor’s leadership in pushing this across the finish line, and I congratulate everyone in the community who worked to make this a reality.”

“I am so proud that House Bill 1893 will help make the dream of bringing rail travel to the New River Valley a reality,” said Delegate Chris L. Hurst. “I’m dedicated to seeing this project through its completion and making sure that the New River Valley becomes a leader in innovating transportation infrastructure in the region today and into the future. Laying the tracks for new jobs and economic opportunities while also reducing congestion on one of the busiest stretches of I-81 is one of my biggest priorities. With the help of dedicated partners in both local governments and nonprofit organizations, we finally see our hard work paying off.”

Ridership forecasts for the region indicate a healthy demand for service. Today, the Roanoke train provides 220,000 passenger trips per year. The new service is expected to add approximately 80,000 new passengers in the first year. This service will provide multimodal alternatives to travelers along the Interstate 81 and Route 29 corridor, serving tens of thousands of residents and visitors to the region.

The 2021 state budget provided $83.5 million to support the extension of intercity passenger rail service from Roanoke to the Blacksburg-Christiansburg area and increase the frequency of intercity passenger rail service along the I-81/Route 29 corridor from Washington, D.C. To meet the requirements of the provided funding, Norfolk Southern will conduct an operational analysis of potential infrastructure improvements required for a future station at Bedford, which would be subject to future funding availability, and the Commonwealth will assess the cost of extending intercity passenger rail to Bristol.

The Commonwealth’s previously announced $3.7 billion Transforming Rail in Virginia initiative will expand and improve passenger, commuter, and freight rail in Virginia and create a vital connection in America’s national rail network between the Northeast and Southeast corridors. The initiative is expected to grow Virginia’s economy by $2 billion annually and improve the mobility of passenger and freight rail. According to the American Public Transportation Association, every $1 billion invested in rail creates 24,000 highly skilled jobs, and every $1 invested generates $4 in wider economic benefits.

Agreements reached with Amtrak, CSX, VRE to advance construction of a new Long Bridge and transform passenger, commuter, and freight rail in Virginia

ALEXANDRIA—Governor Ralph Northam today announced the Commonwealth has finalized agreements with Amtrak, CSX, and Virginia Railway Express, launching a $3.7 billion investment to expand and improve passenger, commuter, and freight rail in Virginia and create a vital connection in America’s national rail network between the Northeast and Southeast corridors.

“We have an unprecedented opportunity to build a 21st century rail system in Virginia and along the entire East Coast,” said Governor Northam. “This historic initiative will help get people and goods where they need to go more efficiently, reduce congestion and pollution, and create a more inclusive economy. Together with our partners at Amtrak, CSX, and VRE, we are making critical investments that will fundamentally transform our transportation infrastructure, delivering long-term economic benefits for our workers and communities as we rebound from the pandemic and into the future.”

U.S. Secretary of Transportation Pete Buttigieg joined the event at Alexandria’s Amtrak/Virginia Railway Express (VRE) station, highlighting the American Rescue Plan recently passed by Congress and signed into law by President Joe Biden. The American Rescue Plan includes $1.7 billion to get Amtrak employees furloughed due to the pandemic back to work, restore daily long-distance service, and help states cover lost revenue in state-supported routes. It also includes critical funding for transit and rail networks and to keep people connected to jobs, health care, and essential needs and services during the pandemic.

“As President Biden has said—help is here. The American Rescue Plan is providing more than $43.2 billion to support our nation’s transportation needs and our workers during the pandemic,” said U.S. Transportation Secretary Buttigieg. “The plan is helping Amtrak bring back more than 1,200 furloughed employees and restore service to 12 routes. And more broadly, this funding will help transportation providers across the nation avoid layoffs and help support workers who have been on the front lines delivering vaccines, getting people to essential jobs, and getting essential goods to wherever they need to go.”

“As we see the light at the end of the tunnel with the COVID-19 crisis, we’ll soon see Virginians heading back to work,” said Senator Mark R. Warner. “In order to reduce congestion and travel times for commuters, we need long-term investments in our rail system. That’s why I was proud to have successfully pushed for the December COVID-19 relief package to allow for the construction of a new Long Bridge on the Potomac River, which will double the capacity of the rail crossing right here in the Commonwealth and with our neighbors in Washington, D.C. Thinking big on our rail projects will not only propel us into the 21st century, but it would help ensure that the Commonwealth remains one of the best places to live and work in the country.” 

“Northern Virginia is at the crossroads of the Mid-Atlantic rail network, where the existing Long Bridge is the only rail bridge connecting Virginia to Washington, D.C., creating a choke point for rail traffic between the Southeast and Northeast,” said Congressman Don Beyer, U.S. Representative for Virginia’s Eighth Congressional District. “I worked with a coalition of my colleagues in Congress to authorize and fund a new Long Bridge, an effort that also helped the Commonwealth secure access to the federal land needed for construction of the new Long Bridge. This project is estimated to bring nearly $6 billion annually in benefits to the region by 2040 and is a key component of Transforming Rail in Virginia. That is the kind of progress we need to rebuild the nation’s infrastructure and create jobs, and I’m grateful for everyone who came together to make it a reality.”

“Virginia’s First Congressional District includes one of the nation’s worst traffic hotspots: the I-95 corridor in Northern Virginia and Fredericksburg,” said Congressman Rob Wittman, U.S. Representative for Virginia’s First Congressional District. “As a daily commuter myself, I fully understand the importance of easing congestion along the I-95 corridor. It was an honor to work with a bipartisan and bicameral coalition to introduce and pass the objectives outlined in The Long Bridge Act of 2020. These improvements will improve the commutes of Virginians who rely on the VRE and Amtrak to travel throughout D.C., Northern Virginia, and Fredericksburg. Finalizing these agreements will also increase the Port of Virginia’s rail network capacity, which needs to increase by 45 percent before 2040 in order to handle a threefold increase in shipments. Transforming Rail in Virginia is an important step towards rebuilding America’s transportation infrastructure.”

The finalization of the agreements announced today represents a major milestone that will allow construction to advance on significant rail infrastructure projects in Virginia. The partnering agreements support the construction of a $1.9 billion bridge over the Potomac River dedicated to passenger rail, acquisition of 386 miles of railroad right-of-way and 223 miles of track from CSX, and an investment of more than $1 billion in additional infrastructure improvements by the Commonwealth. These investments will allow Virginia to expand Amtrak and VRE services, create a pathway for the separation of freight and passenger rail in Virginia, and preserve future rail corridors.

Over the next ten years, this unique partnership will:

  • Double Virginia-supported Amtrak trains providing nearly hourly service;
  • Increase VRE commuter service by 60 percent;
  • Lay the foundation for a Southeast High Speed Rail Corridor;
  • Preserve an existing freight corridor between Doswell and Clifton Forge for future east-west passenger service; and
  • Create the potential to expand rail to all parts of the Commonwealth.

The Commonwealth is bringing together Amtrak, state, and regional partners to fund the initiative. The $944 million commitment from Amtrak to be provided over the next decade is nearly 30 percent of the cost of the improvements that will be delivered by the Transforming Rail in Virginia program. In addition, the Commonwealth and Amtrak are entering into a long-term partnership for six new state-supported daily roundtrips, and Amtrak will be Virginia’s exclusive provider of intercity passenger rail service along the I-95 corridor for at least 30 years.

“Amtrak is thrilled to be supporting this game-changing rail investment program as an investor and partner,” said Amtrak CEO Bill Flynn. “Virginia is a model for the nation in recognizing the role passenger rail plays in connecting people and economies. Expanding our state-supported intercity corridors gives us greater opportunities to meaningfully address the carbon crisis and enhance mobility as our population continues to grow.”

The Transforming Rail in Virginia initiative is the Commonwealth’s answer to growing traffic congestion. The population of Virginia is expected to grow from 8.5 million to 10 million over the next 25 years, with 20 percent of that growth expected in Northern Virginia, only compounding congestion problems and putting more pressure on the transportation network. A recent study of I-95 found that adding just one lane in each direction for 50 miles would cost $12.5 billion, and by the time construction was completed in 10 years, the corridor would be just as congested as it is today. This finding is what led Virginia to rail—a solution that can provide the needed capacity at a third of the cost. Increased passenger rail service will meet the increasing demand not only among Virginians, but throughout the eastern seaboard as an alternative to traveling the heavily congested I-95 corridor.

Passenger rail performance cannot improve, and service cannot grow, without expanding existing infrastructure. Owned and operated by CSX, the existing Long Bridge over the Potomac River is the only railroad bridge connecting Virginia to the District of Columbia. It is one of the most significant passenger and freight rail bottlenecks along the entire East Coast of the United States and is at 98 percent capacity during peak hours. This program of improvements will directly address these constraints.

A new, Virginia-owned, two-track bridge will be built across the Potomac River adjacent to the CSX freight bridge and will be dedicated to passenger and commuter rail. This partnership will expand service and enhance reliability on Virginia’s rail lines, creating a pathway to separate passenger and freight operations along the Richmond to Washington, D.C. corridor. The new bridge will also reduce congestion and improve fluidity for CSX and its customers. This additional efficiency is expected to translate to increased freight rail, removing an additional one million trucks from Virginia and Washington, D.C. roadways each year.

“CSX is pleased to finalize this innovative agreement with the Commonwealth of Virginia that will benefit both passenger rail service and our freight rail customers,” said CSX President and CEO James M. Beyond the new Long Bridge, Virginia will acquire half of the rail corridor right-of-way from Washington, D.C., to Petersburg, Virginia, the full extent of CSX ownership from Petersburg to Ridgeway, North Carolina, and the entire corridor from Doswell to Clifton Forge. With the exception of Ashland, the right-of-way from Washington, D.C., to Richmond is wide enough to construct a four-track corridor, with two tracks dedicated to passenger rail, and when fully built out will allow separate passenger and freight movement. The CSX agreement also defines the roles and responsibilities of the parties supporting the 10-year build out of the infrastructure improvements.

“These are exciting times for commuter rail in Virginia,” said VRE CEO Rich Dalton. “Through our funding agreement with the Commonwealth, VRE anticipates providing $200 million toward major infrastructure projects for the Transforming Rail in Virginia initiative. That, combined with more than $800 million in improvements spelled out in VRE’s six-year Capital Improvement Program, will bring our contribution to rail improvements in Virginia to over $1 billion. As these projects come online, VRE will be able to expand service by as much as 60 percent along the RF&P corridor. We are grateful for the vision and support of our federal, state, and regional partners and look forward to providing our exceptional service to even greater numbers of commuters in the years ahead.”

The Transforming Rail in Virginia initiative will grow Virginia’s economy by $2 billion annually and improve the mobility of passenger and freight rail. According to the American Public Transportation Association, every $1 billion invested in rail creates 24,000 highly skilled jobs, and every $1 invested generates $4 in wider economic benefits.

“This initiative represents a historic achievement in expanding and improving the performance of rail transportation,” said Virginia Secretary of Transportation Shannon Valentine. “Together, we are creating a path towards separating passenger and freight rail and building a vital link in our national rail network between the Northeast and Southeast corridors.”

In 2020, the General Assembly passed, and Governor Northam signed, legislation creating the Virginia Passenger Rail Authority (VPRA) to manage and govern statewide passenger and commuter rail service. Moving forward, the VRPA will also administer all capital expansion projects, infrastructure, and land acquisitions related to Governor Northam’s Transforming Rail in Virginia initiative.

“VPRA is a unique, independent entity designed specifically to own and acquire rail infrastructure, partnering with Amtrak to fund intercity rail operations,” said Jennifer Mitchell, Director of the Virginia Department of Rail and Public Transportation. “Once fully mobilized, the VPRA will oversee the Transforming Rail in Virginia program to promote, sustain, and expand the availability of rail service in the Commonwealth.”
