Preliminary Engineering, S-Line Richmond to Raleigh(R2R)
The Virginia Passenger Rail Authority (VPRA) is issuing this Request for Proposals (“RFP”) to solicit Proposals from qualified entities interested in providing Preliminary Engineering, Surveying and Miscellaneous Studies for the Richmond to Raleigh (R2R) Project (Virginia Only).

Questions concerning this RFP must be received via email no later than: January 8, 2024 @ 5:00PM. All email communications shall contain “RFP 01-006-23-0002” in the subject line followed by the Offeror’s name.
VPRA will be hosting a virtual pre-proposal conference at 9:00 AM EST on December 20, 2023. Attendance at the pre-proposal conference is optional; however, Offerors who intend to submit a Proposal are highly encouraged to be present. Registration to attend the pre-proposal conference is required by December 19, 2023 at 11:59 PM.

Opportunity from CSX Transportation (CSXT):
CSX Transportation (CSXT) is soliciting a Request for Proposal to support the Franconia to Lorton Third Track Early Works Project, including site civil work, grading, and support of track work by CSX forces, in Fairfax County, VA.
A mandatory pre-bid meeting will be held on 6/18/25 at 3:00 p.m. ET. Contractors who attend the pre-bid meeting will notify the CSXT contact, Mr. Brett Sanders, at [email protected] (cc [email protected]) by 5:00 p.m. ET 6/16/25 and include the number of attendees. After notice has been received, the contractor will be provided with full bid documents.
Construction bids will be due 7/7/25 at 12 noon ET.
All RFIs and questions will be sent via e-mail to LaMont Jones, [email protected]. The last day for RFIs will be 6/30/25 at 12 noon ET. NTP will be given in August 2025 and construction completion will be by 10/31/25. CSXT reserves the right to accept a proposal or reject any or all proposals.
