Chief Financial Officer
Laura Farmer is VPRA’s Chief Financial Officer and is responsible for the Authority’s financial planning, audit, and general accounting. Prior to joining VPRA, Ms. Farmer served as Chief Financial Officer at the Virginia Department of Transportation (VDOT) for six years. She was responsible for the agency’s $8.9 billion annual budget and nearly 150 team members serving VDOT’s financial planning, capital investment, fiscal management, public-private partnerships, and tolling programs. She had progressive responsibilities in VDOT’s Financial Planning Division since 2004 prior to the CFO position. Ms. Farmer began her career at the Department of Planning and Budget.
Ms. Farmer earned a bachelor’s in history from Chowan University in Murfreesboro, North Carolina, and a master’s degree in public policy from the College of William and Mary. She is a graduate of the Virginia Executive Institute, the Commonwealth Management Institute, and the Commonwealth Leadership Academy. In 2025, she received the Lifetime Achievement Award from the Virginia Women in Public Finance and was named among the Trailblazing Women in Public Finance by the Northeast Women in Public Finance and the Bond Buyer.
