The Richmond Layover Facility will provide an overnight storage and servicing facility in the Richmond Metropolitan area to support existing and future passenger rail service between Richmond and Washington, DC. The new facility will be located in the existing CSX Fulton Yard, south of Williamsburg Road and east of the James River.
The project includes the planning, design, permitting, and construction of a Layover Facility and tracks for the storage and light servicing of existing Amtrak trains serving Main Street Station that are currently stored at the Staples Mill Station.Â
The project includes (but not limited to) the following improvements:
- Storage tracks
- Maintenance platform(s) and Amtrak amenities
- Signaling
- Roadway improvements for site access
- Staff parking
- Trailers for staff facilities
- Storage containers for equipment

Project Status: Engineering design

This project will reduce rail congestion in and near CSX’s Acca yard between Staples Mill and Main Street Stations.
